Enable "sticky" pharmacy assignment

This is a request to make the default pharmacy assignment on an order the same as the previous pharmacy assignment.

Example:

Order #1 for ProductID X is assigned to Pharmacy A.
Order #2 for Product ID X is manually changed to Pharmacy B.
Order #3 for Product ID X should default to Pharmacy B (not reset to Pharmacy A).
